MOA was formed on July 2005 headed by Tereso Ugalino of Stockton California. With years of living in Stockton, he saw large groups of Magsingalnians young and old. An Election of officers and Members of the Board was held at his house. After a couple of months he recruited hundredths of willing members not only in California but also from other states.

To provide humanitarian/health services to the needy, distressed and underpreviledged and achieve these goals by memebership/public-supported fundraising activities.

Instill mutual respect and maintain mutual rapport in good or bad times.
